Sequential Flow
Deterministic Sequence
The bureau process is intentionally sequential. Each step produces inputs required by the next. No step can be executed out of order or bypassed.
Submission Intake
Client submits vehicle information, VIN, location, and inspection request through the bureau portal. Submission is validated for completeness and queued for assignment.
Inspection Assignment
Qualified inspector assigned based on geography, certification level, vehicle specialty, and availability. Assignment is logged in the bureau ledger.

Inspector executes the full Condition Verification Protocol across four axes and 147 discrete checkpoints with photographic evidence capture at every stage.
Data Validation & QC
Submission reviewed for completeness, evidence quality, and protocol adherence. Quality control flags gaps or anomalies for re-inspection or supplemental documentation.
Constitutional Scoring Engine
TACIS™ score computed deterministically across four axes: SI, MS, CC, DP. Volatility adjustment, age normalization, and red flag enforcement applied in sequence.
Classification & Risk Encoding
Final score mapped to 5-tier classification band. Confidence Grade assigned based on evidence coverage depth and documented access constraints.
Artifact Compilation
Bureau-grade deliverables compiled: TACIS decomposition, cryptographic evidence chain (SHA-256), category-level findings summary with severity classification and cost impact.
Publication & Registry Lock
Final report published to the VINDEX Registry. VIN-linked record locked to the immutable condition ledger. Report accessible via portal and shareable verification link.
Lifecycle Governance
Longitudinal tracking activated for the VIN. Future assessments build on historical condition intelligence, creating an asset-level condition credit history over time.

Evidence Chain
Timestamped, SHA-256 hashed photographic evidence with chain-of-custody documentation linking every piece of evidence to the inspector, location, and assessment session. Independently verifiable.
Findings Summary
Category-level findings with severity classification (0–5 scale), remediation notes, estimated cost impact, and evidence linkage. Organized by controlled event taxonomy for structured review.
