Every report explicitly documents what could not be verified — inaccessible areas, sealed components, environmental limitations, and access constraints. The bureau does not hide gaps. It discloses them as a governed section of every report.
Every data point in a VINDEX report traces to its source — whether physical inspection, database record, or client-submitted documentation. No undisclosed data origins. Full provenance chain for every finding.
Every assessment references a specific methodology version. When scoring parameters, weights, or protocols change, the version is incremented. Prior assessments are never retroactively modified. You always know which rules produced which score.
Every published report carries a unique version identifier. If a correction, addendum, or supplemental evidence is processed, the report version is incremented with full change documentation. Complete revision history preserved.
Stakeholders may request formal review of any VINDEX assessment. The process accepts additional evidence, challenges specific findings, and produces documented corrections where warranted. The bureau corrects its own record when the evidence supports it.
